Any ideas on this badge???

Could this be something a vet had made to honor their own service?

 

There's a "John E. Croman" who was a JOMSA member until 2008. Maybe the same guy?

But why a badge shaped like a police badge? 

I can’t find this guy in the WW2 enlistment database. 
 

And why is an ETO vet in the Philippines? 

My guess is that an enterprising Philippine shop made it for the vet using what they had, which probably included blanks pre cut into badge/shield forms. They probably specialized in badges, and this was the only way they could make money to survive on after being liberated. The date may be the date the man arrived in the Philippines on a transport, at least that's my guess!

Could be many reasons. IIRC in the book the autobiography of a rifle company (about K/3/333 84ID one of the Sgts had been evacuated from Guadalcanal for Malaria and wound up later in Holland and the Ardennes.  Tour expired USAAF who was sent to the PTO? Walter Bud Mahurin was shot down and evaded the Germans and sent to the PTO to command a P-51 Sqn
