WW2 Spotting Scope?

Is this a WW2 military spotting scope of some type? The only markings I can see are the "Breeze Union NJ M52" on the metal clamp that binds the scope to its mount. Very clear optics but don't see a grid or anything like that when I peer through it. Please let me know if you know what this is.

Breeze is the maker of the hose clamp. 

 

To me, that looks like a post war creation made by someone out of surplus binocular parts.

It looks more like somebody used a monocular and put a piece of metal tubing over the rear lens to cut down on glare.

IMO, the monocular was one half or destined to be one half of a pair of binoculars. You can see the two flat spots on the casting where the lugs that would have attached it to the other half/side were ground or machined off.
