Looked like a hat badge at first. Not sure what you make of it now. Lots of interesting bits and bobs like this are all over the place, can never quite figure out what they are. This appears to be a Horse Tack Eagle Bridle Rosette, US Cavalry, 1900s...

You're kidding me. This came out of a machinists workshop, or rather the printing press workshop that the machinist also had, from Amana in Iowa, hung up on a wall... Along with ferriers tools (real nice rasps!), and quite a bit of horse bridals... And now that I think of it there was an iron stand for, or model, of a horse saddle that was apparently dated 1917... that I didnt get... Man! I missed out on something!
