Top bar/brooch for a veteran's badge, GAR maybe, Grand Army of the Republic, or USWV, United Spanish War Veterans.

To me it looks like an old (Civil War era?) colonel's eagle. Not an issue item, most likely a hanger for a veteran's organization or reunion ribbon as stated.

I believe it is the hanger denoting a District or Department Commander of the VFW. Pre-1934 usage.
