Officers Equipment Co. was a WWII distributor of military uniforms, insignia, etc. Yes, this is a military item. Jack

The USN ' ALL HANDS ' November 1950 edition has an item describing this new cap insignia for wear by civilian technicians on their required uniforms.. The article also describes the uniform and other required insignia.
