I would think it was more of a souvenir type item. The SEALs I have seen didn't really have flashy show-off type stuff like this. If it just had the Trident and Special Warfare on the front it could be an instructors jacket, but the big "SEALS" on the back throws me off.

Agreed.Not military issued. More of a Veteran jacket.

They sell stuff like that at gun shows , mostly hats, t-shirts , sweat shirts , maybe a light wind breaker like that with USMC , RANGER, Special Forces or other branch / units.
