Can anyone identify this powder measure?

Hi,

I found in some of my dad's things what I think is a belt case for holding a certain amount of powder. I would have guessed this to be from WWI or before from what it seems to be for, but it looks WWII to me. I am guessing if it was for powder it ought to be dated from before the Spanish American war or WWI at the latest.

Can anyone identify it?

The cylinders have a spring loaded cap that say Git...MFG Co. They are about 12" long and 5/16" diameter. The case appears to be canvas and holds 5 tubes.

nobody has any thoughts? I figured somebody would have known something. I would have guessed this was used as a charge load for some kind of early large gun. anyone got any experience with these?

Any chance those could be an early cartridge "speed loader" for a rifle with a tubular magazine?

 

Is the 5/16" the ID or the OD?
