Infantry collar insignia prong back

I know there are a lot of smart people on this forum who probably can answer my question. I am well aware of pin back insignia and clutch back, but recently I have seen a number of 1905 period collar insignia show up with a prong back (see attached). Were these indeed collar insignia with the intent to push the prongs through the collar and bend them over or are they really for a hat or some other purpose? I haven't been able to find any ref to these in army regs of the period.
