It does represent the rank of Technician 3rd grade(T/3) however, the Technician ranks were eliminated in 1948 with a similar concept returning in 1955 with the use of the Specialist ranks(which looked nothing like the old Tech ranks). Also, gold was never used for the chevron on the old Tech ranks. It was either silver, OD or khaki on a dark blue background. So, the 'nam era embroidered look and color is very baffling. Meyer made insignia for a number of South and Central American counties that looked almost like US insignia with some minor differences. Just my thoughts.
