Ever seen a patch like this?

Ok Guys,

I just recently started going through a box of patches I bought about 2 months ago and mixed in with all the military patches was this curosity. I have never seen anything like it before. Could it be a High School patch or something. I'm do not think it is military but a military school perhaps?
