The flash is meant to go on the BLUE beret worn by units of the 101st and OTHERS stationed at Ft Campbell in the late 1970s. In those days, the Post Commander and Division Commanding General were one and the same (staffs too), so whatever the 101st CG wanted the non-divisional units on HIS post wore too.
