I assume they must do because a study of WW2 combat pics will often reveal 30 round mags stuffed into 20 round mag pockets with the flap wrapped around them and snapped in place. Whilst not as secure as being fully enclosed they must've been held reasonably firmly or the G.I.s wouldn't have used them that way.

I agree with Sabre.The 30s were caried using the method he describes.A posed picture in the book Super Commandos by Ross shows this set up pretty clearly where the flaps wrapped around the side of the mag.
