The Officer's Sam Brown is largely ceremonial in use (parades) unless prescribed for specific use or with duty status, by local Commander.

It is Sam Browne belt not Sam Brown (Sam Browne was a British army officer serving in India in the 19th century, after whom the belt is named) ;)

According to current uniform regulations the Sam Browne belt is considered as organizational equipment. Following apply: Sam Browne belts may be

issued/prescribed to officers only for wear with blue dress "A"/"B," blue-white "A"/"B," and service "A." Belts are worn only for parades, ceremonies and reviews when the sword is prescribed, or at such times (without sword) as are deemed appropriate by the local commander.

Robert Wolf, Commanding Officer of the NY Naval Militia. He served as a Marine, but retired as a LTC, so MG would not be his USMC, but his state rank.
