It is from his training days at NAS Corpus Christi and looked like a simple "whiz wheel" for beginners which in fact it is. But look who provided this instructional aid ! I do however agree that it definitely aids in National Defense. Interesting in that "Grand Prize Beer" of Houston Texas was owned by Howard Hughes.
