Taking a stab at it, I'm guessing that it's a certificate of merit or appreciation from the South Vietnamese government for services offered by the American mentioned at the top. "Ban Khen" means to "laud or congratulate or praise", and it mentions USAID in the text. I'm thinking that the guy the cert is named to probably worked with the USAID and was given this as a token of appreciation by the RVN.
