Capt.Confederacy Posted October 14, 2010 Share #3 Posted October 14, 2010 Taking a stab at it, I'm guessing that it's a certificate of merit or appreciation from the South Vietnamese government for services offered by the American mentioned at the top. "Ban Khen" means to "laud or congratulate or praise", and it mentions USAID in the text.
