What exactly does restrike mean? Can somebody describe the process?

Let's try this for simplicity sake : A coin or medal freshly minted from an original die at a time after the first issue.

 

It's a bit dry, but that is the essence of it.

I don't know. When was it made, or supposed to have been made?

I was told it was WW2.

This is a current ( non WWII period) re strike, they sell for about 35.00 @ shows. Several years ago at the SOS a dealer had boxes of all varieties for 25.00 a piece
