This document notes his passing the examination for promotion to Seaman from S2c. He was discharged in 1919 as a Seaman and was not rated as a Petty Officer.

He had rate, Sailors do not hold rank. Any way, it went like this"

AS was Apprentice Seaman. Entry level, held during Recruit training. Basic Training. He would have had a strip of 5/8 inch wide white cotton tape sewn around the right shoulder seam of his blue jumpers (blue tape on his white jumpers), and a single strip of 1/4 inch white tape around the cuffs of his dress blue and dress white jumpers (the dress white jumpers had blue collars and cuffs at that time). The undress jumpers had no cuffs, so there were no stripes worn on undress jumpers, just the shoulder stripe.

S2c was Seaman Second Class. This was unskilled labor. He was learning how to do his job such standing various watch like look out, helm and assorted security watchs. He was learnign how to serve as part of gun crews and boat crews. How to hoist and lower boats and set up and use assorted rigs for loading fuel, ammunition and stores. He learned to work as part of a Damage Control party for fire fighting and flooding. And losts of cleaning, sweeping, swabbing and polishing and painting. His insignia was now two strips wo white tape around his cuffs along with the stripe around his shoulder.

S1c was Seaman First Class. This was skilled labor. He knew what he was supposed to do, how to do it and got it done with minimul supervision. He had had to demonstrate that he could do things and took a written test on things he should know. His insignia was now three strips of white tape around his cuffs and the tape around his shoulder.

Hope that helps.
