Stratemeyer, commander of the Army Air Forces in the China theater, wearing a motley assortment of uniform and insignia including the CBI theater SSI on his left sleeve, Army Air Forces SSI on his right sleeve, and Army Air Forces PTC DUIon his eppaulettes. I believe his uniform is a British tunic, and he is also wearing foreign (British?) wings and the tiny P-38 badge he has been noted for before.

The AIRBORNE tab looks gold on black to me.

As the date is unknown, this could be right before or after the U.S. Air Force officially became a separate branch of service. The soldiers are wearing double enlisted Air Corps branch insignia and the Army Air Forces SSI with a tab (Air Transport Command?).
