How to remove starch from WWII clothing

I have a WWII dress shirt that is heavily starched, and and the starched areas are wrinkled. I would like to remove the starch and get the shirt dry cleaned. I have tried soaking the shirt for several hours, but after the shirt dries, the starched areas were still kind of hard (slightly less though). Do I need to keep on soaking it, or is there a better way to remove the starch?

warm water, good quality laundry soap, agitate by hand, soak a long time, repeat as needed.
