I am not up on Navy wing regs but I do know they did follow the same path as prescribed for the Avaitor wings but I am not sure if it happened in WW2 or later. I hope someone here can shed some more light for you on this. Additionally I have seen the same style hallmark on WW2 Navy medical wings. Very similar except they're pinback and Sterling marked (hidden by the pin in these photos). I believe they are the original wings he got in the early 1930s as an Aerographer.
