The other one would pass through the loop on this one to keep them together. They could also be used by itself as a shoulder strap for various pieces of equipment. It might come in handy down the line if you pick up a brit bag, satchel (or even bino case as I believe they also used the strap) or other P-37 gear that it might be missing from.
