Since wich year they started to use cloth wings on OD FJ?

I even dig wikipedia and no information available.

There must be some uniform army direction permiting such badge to be used on OD fatigues.

I suposed this must be united with all qualification badges.CIB,EI,pathfinder etc.

The problem is that wearing skill or qualification badges was long -- and is possibly still -- OPTIONAL. While this applies to all uniforms ensembles, it was especially true up until the 1960's for fatigues and field clothing. It was not until around 1960 that it became "fashionable" to wear/display MORE rather than less.
