The webpage at http://www.mil-veh.org/archives/97-01/0183.html says the purpose of the receiver was for "...reception of alert or warning messages. Used by CAC/AAA (Coast Artillery Corps/Anti-aircraft Artillery) and ENG (Engineers)." These receivers could be carried by a man using a shoulder strap or mounted in a truck or even on a motorcycle.
