My grandfather's CIB is still is fairly solid shape, but the tip of the rifle is no longer attached to the backing. It is not obvious, but there is a thin area about .5in long where it became un-soldered. The back half and butt of the rifle is still attached firmly to the backing. Are there any ways I can prevent further breakage and/or fix what has already happened?

I would say, get it under glass and leave it alone. However, if it's really bothering you, and since it's a family heirloom, take it to a professional jeweler. They can get it right without damaging the enamel surface.
