I have searched on line for instructions for this tool and I am not having any luck

Does anyone have the instructions or can give me an explanation on how to use 

I have early stadias from the 1870's/1880's but this is a little different

It does not have directions, but I know I saw them somewhere.  Perhaps in Brophy ?
