A nice looking pattern 1902 enlisted cap for the blue uniform. Light blue trim and cap badge for an infantryman of Company E 23rd Infantry.

Beautiful cap. A privately made version of the Army's 1902-1911 pattern dress cap for enlisted men. Its less usual to see these with a west coast uniform companies mark. These were typically bought by state National Guard soldiers, occasionally Army NCO's putting together a tailored uniform, recent veterans and etc.

He means men who recently left the armed forces (recent veterans), and others (etc).

Yes, it was not uncommon that veterans maintained a uniform of theior service time for local parades, events, reunions, wear at veterans organization and so on.

Officer caps are different than the enlisted pattern. Yes, the badge was an eagle.
