USMS shirt and pants

Have had this forever. Don't know where I got it. Is this the same as the Merchant Marines? I assume WW2 era. It's got some staining on it and all the hems are out on the sleeves and trousers. Don't know why. Any info you can give me on time frame or maybe even who J. Phelan is would be awesome. Also is this a common uniform? Thanks for any input
