The dates on it seem to be when the ship was commissioned and decommissioned. So would this have something to do with the decommissioning of the ship or have been worn by a veteran?

All of these caps are procured, commercially, by the Supply Officer. He finds a company and orders them. These were obviously ordered for the decommissioning crew. The Decommissioning crew are the guys that remain with the ship once it is stood down from operations. Their job is to shut things down, empty all the store rooms, basically strip the ship of anything usable, which is turned into the supply system, for reissue to other ships. The rest of the crew is transferred to other duty stations. When the ship formally decommissions, these guys are also then transferred.
