Trying to figure out an award from an old photo.

Back again for a little bit more help. Everyone has been so helpful so far, I thought I would try again. I have an old photo of my grandfather with a questionable award pinned on his chest. Thought I would share with you and see if anyone can help me figure it out. On the discharge paper for said grandfather it lists the marksman badge Rifle 30 cal. Course "C". My question is looking closely at this blurry, somewhat hard to make out photo I see there are two clasps hanging from the badge. One is clearly the rifle clasp as this is listed on his discharge, but do my eyes deceive me in seeing another? What do you see and what could it be?
