WW2 Navy Dog Tag to KIA/ MIA Submarine Sailor

WW2 Navy Dog Tag to KIA/ MIA Submarine Sailor. Looked it up and he is listed as MIA/ KIA aboard the USS Escolar ( SS-294) . I didn’t expect to find a tag to a KIA Sailor. Almost every tag  you see belongs to someone who came home. How many sets were usually given to a Soldier  or Sailor during WW2? I’m assuming these were left back on base or at home before he shipped out in his last mission.
