Clarification on service stripes

Hello and thanks in advance for any help.

Got 2 quick clarification questions regarding a 1943 USMC E5 Sgt tunic. it's A service Alpha 

1st question in WW2 were service stripes worn on both sleeves? and did that vary both or only the left??

 

2nd Question is .. My tunic has SGT E5 chevrons but 2 service stripes of 8 years total. Does that sound legit???   I'm trying to rule out as best I can someone just slapping stuff on a Tunic. for resale. if its legit and could have happened I'm ok with it. But 8 years and only an E5 He could have had some disciplinary action who knows. All thread is cotton and appears to be period
