During WWII, the army and the navy were trying hard to recruit men with construction and construction equipment experience to help build the infrastructure necessary for airfields and other strategic assets. The navy worked hard to glamorize the role of the Seabees to gain enlistees coming out of the industry. Remember, John Wayne starred in "The Fighting Seabees" in 1944 where the cast featured a number of older cast members driving bulldozers and the like. 

 

In order to keep the Seabees in the limelight, new stories had to be written, and movie footage needed to be filmed to keep the public's interest in the navy construction battalions. It would only make sense that the navy would assign reporters to provide these sorts of stories on a regular basis. Remember, getting a 40-year-old bulldozer operator to join the fight freed up a younger sailor to serve in other capacities.

The small town I lived near as a child was Truman MN and the Bosshart Brothers had a construction firm and all but a couple of the younger brothers were recruited into he Seabees and they were quite old. In fact one of the older brothers was in the Seabees and his son joined the USN as well and was lost at sea on a ship in the Pacific.
