I just picked this cabinet photo up. I found it very interesting

Most interesting! It is such a great photo! I have seen reprints of this photo for sale on eBay but this is the first time I have seen any identification of the soldier. Now, the question is where did this occur? Perhaps you can track Milton Smith's military service record.

Interesting , that girth tied up is a specific modification, only done for a short time

Appears to be a Krag carbine.  The structure behind him looks like churches in the Philippines. Or similar Spanish colonial era buildings.

I also felt the picture was taken in the Philippines

But since it occurred during the Spanish-American War, it could be in Cuba or Puerto Rico also.
