Can numbered Mexican border medals be traced?

I have been compiling a list, what is the number ?

 This is a Mexican Border Pennsylvania state medal #148

 

Its supposed to belong to Col. Shannon who became General of the 28th Division.

 

Someone is telling me it’s not Shannon’s medal that his was number 111.

 

They told me they checked a list.

# 148 was indeed issued to Walter Ettinger 1st Lt     6th Inf Co D.     #111 was issued to Edward Shannon, Col.  4th Inf.   It was probably me that told you this.  If I can get to the Pa archives I will pull the issue cards, the site has been finicky lately.     When I get a chance I will post the whole list to this board.

I sold the Shannon group posted on an earlier thread and it has the wrong numbered PA Mexican Service medal.

 

I bought the group from another collector so it looks like someone embellished it.
