Post WWII is my assumption, I don’t think there’s much information regarding them unless it has a serial number.

Did someone scribble out a name or is it just tar or dirt?

Anything after WWII won’t have a serial number. So there’s that

Your PH medal pendant looks to me like it is a Type 2 Navy that has had a modern drape affixed to it.  It is a shame about the damage though.
