Unknown shell casing

After a hasty google search came up zeroes, I want to know if anyone can identify this casing ?

I’ll defer to expert (which I am

not) opinions, but it looks like a .30-06 blank cartridge. LC is for Lake City arsenal. The 69 is the year 1969. 
A picture of the top end would be good to add.

Thanks. I thought that was a date. Here’s a couple more pics of the front, and just noticed a strip of red around the inside tip. I think I have a blank round here.

1969 Lake City produced M1909 blank and based on the primer, it appears to be live.

there loud too. Used for training, furneals, VFW lodges, re enactors now use them.  They made lhem from turned in brass from the ranges, reloaded and crimped them for 30.06 weapons.
