Hello! My grandpa was stationed in Assam, India from September 1944 to early 1946. Would he qualify for the India-Burma (42-45) Campaign Star on his Asiatic-Pacific Campaign Medal?

No.  Those bars are for British medals.

I think he's referencing a US Army campaign credit that qualifies a bronze campaign/service star to be affixed to the AP campaign medal.

It's quite possible he would qualify. His discharge papers will show for what campaign credits he received.
