Unusual first type flight nurse wing

Full size 2 in flight nurse wing probably made in bronzed or plated brass base metal. It has oxidized to a dull rough finish with crazing on the back. Die struck with screw posts. Design and manufacture makes me think foreign made. Anyone recognize this type?

Those look like long nailhead pins, which would make me lean towards late to post war production, but that does not jibe with a gold finish.
