what would these straps be used for?

Found these 2 straps attached to a ww2 musette bag, but the color of the straps/stitching are different color and the buckles are in the white. I'm guessing they do not belong with the bag, but what are they and are they even ww2/military issue? The buckles have an anchor stamped on the backside, total length of the strap is almost 9".

 

Also found a belt with brass ends. I'm thinking they are not military, possibly boy scout?

Ditto what hawkdriver said. Looks like somebody did that on a home sewing machine using scrap webbing to make an attachment point for some purpose.

Thats what it looks like! Funny stuff. I wasn't holding my breath that it was legit stuff, I'm just glad I was able to practice my novice web spotting skills.
