I am embarrassed to say that it Looks like I made a typo however...

 

Cuban Occupation No. 2196 should actually read No. 2916

Medal Roster shows that 2916 was issued to: GRUTZMAN, W. R. 8TH CAVALRY, MARCH 11, 1916.

OK - that makes a bit more sense!
