Flight officer OEC/Vanguard

Hi. This is a mystery. It's  a vanguard V-21-N made flight officer in a OEC packet. Maybe it's in the wrong packet or it's made by vanguard and sold by OEC. The badge and packet are both marked 14-81. Can anyone clarify this please? Thank you.

Looks to be correct. I don't know if OEC bought insignia from Vanguard, but otherwise it appears like what I'd expect.
