WORLD WIDE WOLF HUNTING LICENSE TAG ARMED FORCES

I'm assuming this was a novelty item for servicemen in WWII, due to their chasing women and being referred to as wolfs.  I found a couple online, and one was attached to the servicemen's dog tags.  Can anyone find anything more on these? I haven't had much luck. It's made out of a thick fiber type material,  like WWI British dog tags.
