I’m looking for insights on this medal, manufacturer, timeframe and value.?

 

The medal is 38mm wide and the planchet ranges from thinnest to thickest ~3mm – 3.8mm.

 

The engraver mark “B” is absent from the observe and there is an “M” on the right side of the reverse.

This is what could loosely be called a parts medal. Probably put together in the 1960s from unused parts, both original and reproduction. As you have pointed out, the pendant is an original Phase 3 piece. I cannot tell for sure about the engagement bars, at best they are unused (no engagement dates on the backstrap) but the combination is correct for USS Brooklyn. The ship bar may be original, but the pin attachment is not original. As a filler piece I would think is value might be around $100, but value on such a piece would be driven by how much a potential buyer is willing to pay.
