I've been told that these are Spanish American era but I'm not an expert. Any guidance will be appreciated as well as a value if resold. Thanks.

Based on the branch color materials, they don’t look Span Am period to me.  
I would say 1920’s/30’s.

Looks like US Army Engineer Corps colors 1st LT but I think 1950-70s ...single board.  ...for dress blues uniform .

If they had attachment clips, I would have figured 1950's/60's.  But being sew-ons (i.e., no clips) makes me think pre WW2.

When you purchased shoulder boards for dress blues …they had metal pieces which required sewing  while others used hooks which were sewn on the boards and on the uniform
