SeaHorse but with motto: 36th Engr. Bde

See pic below.  The internet identifies this badge as the 36 Engineering Brigade, however it shows no motto. 

 

This insignia has the motto " Rugged" 

 

I know the insignia to be genuine. Can someone explain the difference? This is a WW2 badge from around 1945 or 1946 if that is significant.

Someone told me that it was after the Korean War but I knew this to be from WW2.  I also found this page after some hunting.

Follow-up. My version of the badge is shown in the first  black and white picture. The back has Made in Innsbruck so it was made after the War was over which corresponds when it was acquired.
