Patch construction leads me to think more late 1950s than early 1960s. Also, it is listed 1959 on https://www.rexmwess.com/cgpatchs/units/ubalsam.html

Nice patch. I remember the Balsam during its 2nd career as a fish processor in Alaska in the early ‘90s. Here is another Buoy Tender patch of similar vintage. USCGC Planetree or “Planet Ree” as she was known by her crew.
