Double WW1 Victory ribbon with stars

Found this today at a flea market. Was this actually done? Putting two Victory Medal ribbons on the same bar?  It also appears to be the wider USN type ribbons.

My guess is the second ribbon is possibly for a state awarded service medal. Recall seeing the rainbow victory ribbon used on several state issue service medals. Also being clutch back I would put this in the post WW1 era worn by a veteran in the 30s or later(?) for Legion or VFW uniform or wear.
