Judging by the shield with an "S" surrounded by red and white field, I would suspect it has something to do with WW2 era (or slightly before or after) Finnish (S = Soumi) "Pohjois District" (their colors are Red & White) ski unit, club, or association.

I believe this is a pin for the West German Ski Association (see link).
