WWII Victory Medal + campaign star

I've seen a number of WWII Victory medal ribbons, on ribbon racks & medals with a single campaign star, but can find no reference to its authorization.  Any thoughts?

It's not authorized. I've heard several theories/speculations that individual soldiers did it to show they were overseas, in combat, or in error about the wearing of campaign and service stars.
