Western Military Academy Button?

Helping a buddy on a metal detecting site ID his button. We believe it was made by M.C. Lilley & Co, the backside is pretty rough right now. Based on the believed manufacturer, that would date the button to post American Civil War.

 

What has me stumped is the meaning/symbology of the Cog Wheel. Did a Google search and came up blank on the buttom design. Thought Engineer(ing), Technology etc, but my search results always end up with nada.

 

Any and all help is greatly appreciated.
